Compensations to the War-Affected Workers

On March 20, the draft law №7353 “On the Payment of One-Time Financial Assistance for Damage to Life and Health Caused by Injury or Death Caused by Military Aggression against Ukraine during Public Service, the Performance of Duties at Critical Infrastructure Facilities and Professional Journalistic Activities” was adopted by the Parliament.

According to the law, employees of critical infrastructure facilities, civil servants, local self-government officials, and journalists will be able to receive a one-time financial aid in case of receiving a disabling injury due to the hostilities while performing their work. The payment for disabilities of the III, II, or I group caused by a concussion or other injuries will range from UAH 200 to 800 thousand. 

If a civil servant, facility employee, or journalist who was the breadwinner of their family dies due to the hostilities, the state will pay one million hryvnias to the relatives of the deceased.

The aid will be provided from the state budget with subsequent reimbursement of the funds by the aggressor state in accordance with the principles and norms of international law.

The law is important and will have a retroactive effect on those workers who were killed or injured since the beginning of the war. As of December 2022, the labor inspectorate of Ukraine documented 214 workers killed and 60 more wounded while performing their obligations since the invasion began on February 24, 2022. For instance, on March 29, 2022, invader`s missile hit the Mykolaiv regional government building and killed 37 people, 15 of them were members of the Public Servants` Union. Many workers of the electricity facilities also were wounded and killed during the recent massive strikes on Ukraine`s infrastructure.
